When oil is produced, natural gas waste is created and is burned during the flaring process. Annually, gas in excess of 150 billion cubic meters gets released to the atmosphere via flaring or venting. The flow rate of gas is measured through gas flow metering and optical flow meter devices employed in the process use light to determine flow rates. Traditional metering devices base measurements on gas composition, resulting in improper calculations when composition changes. Using optical laser-based technology during the act of gas flow metering allows measurements to be based only on particle speed. Thermal conductivity, gas composition, and gas flow variations play no role into determinations of speed. This technology results in accurate flow figures even when environmental conditions like extremes in pressure, temperature, or humidity exist or there are pipe vibrations or somewhat low flow rates.
When pressure is high, ultrasonic gas flow meters will usually provide accurate measurements but the same cannot be said for low pressure situations. This is the case because ultrasound technology requires the transfer of dense media between points. A vacuum acts as a total isolator for a signal of the ultrasonic or sonic variety. Temperature also plays a role, as ultrasonic meters cannot register flare gas temperatures higher than 150 degrees Celsius.
For economic reasons, gas flaring is set to the lowest possible flow rate within normal conditions. An emergency blowout results in sudden gas bursts and requires metering instruments with large dynamic ranges, or large turn-down ratios in flow meters. Ultrasonic gas flow meters are unable to offer such ratios, nor are other technologies.
Laser-based meters are stable, feature no moving parts, and are able to deliver consistent measurements during their lifetimes. Once they have been issued, they do not require re-calibration because the distance between the two lasers does not change. While most other meters require two installation points, the optical flow model needs only one. This is simpler, is less prone to errors, and requires less maintenance. The device has the capability to measure flow from 0.1 m/s to 150 m/s, delivering a turn-down ratio of 1500:1.
Flare gas, a large contributor to climate-changing emissions, is effectively measured with optical flow meters. Identification of achievement of emissions reduction targets is made possible by measuring these types of emissions. He would have retired all naval personnel and ships situated there back home. Within a couple of weeks, the Socialist President would have asked the Department of Justice to convene a Grand Jury seeking indictments of George W. Bush, Dick Cheney, Condoleeza Rice, Robert Gates, Donald Rumsfeld, Colin Powell, Alberto Gonzalez, John Ashcroft, et all for treason, for violating the Constitution, breaking international law, war crimes, crimes against humanity and for torture. In addition, a Socialist President would have swiftly terminated the wars in Iraq and Afghanistan, brought back all the troops not only from those countries but would have shut down the more than 750 US military bases developed all over the world.
Next the Socialist President would have sent the FBI and the Internal Revenue Service to raid the Wall Street companies of Goldman Sachs, JP Morgan Chase, Stanley Morgan, AIG, etc to snatch files and open accounts. From the clues gathered and a proper investigation, the Justice Department would have filed criminal complaints versus the CEOs and Presidents of the Financial sector for insider trading, fraud and racketeering. Upon conviction by trial, the Justice Department would have called for the directing judge to place the maximum prison sentences and fines. If convicted, the Socialist President would have asked the Treasury Department to apprehend all the assets.
If Obama were a Socialist, he would have fended off the bankruptcy of GM by adapting it into nationalized company which would have generated electric automobiles, high speed trains which would have conclusively turned the company into Green Manufacturing. The Socialist President and Congress would have initiated colossal scale publicly funded construction activity to renew the nations disintegrating network which in turn would have created hundreds of thousands of jobs. Finally, Socialism which is in reality egalitarianism would have been effected since January 2009.
At this moment we will appraise what Obama and the Democrats have done since then.
